David Mpanga is a lecturer at Bugema University. David Mpanga has sixteen years’ experience of teaching and leadership responsibilities as Head of Department, Dean of School, and Chairperson Open Distance ELearning (ODEL) committee. He joined the university after serving for eleven years at high school level as a science teacher. He is a PhD (candidate) specialised in cloud based information systems, after graduating with a masters in Distributed Computing Systems. David is an effective team actor engaged in the development of the university strategic plan and ODEL policy. He is passionate of online learning delivery model with over five years of active online engagement, teaching graduate and undergraduate course units. He believes that effective learning has to be supported by the environment that enhance collaboration of actors from heterogeneous contexts. Motivated by the enthusiasm to acquire knowledge and skills to meaningfully contribute to the development of policies and programmes that align local education context to international Digital Education standards and practices.
